From there it boots into Windows just fine and the fans finally stop screaming and slow down to normal. Then it goes into reboot, and on the second run through right after virtual drive recognition, it provides an F1 key option to boot from the main drive array.

From a cold boot the fans stay screaming at full speed, and after the virtual drive recognition step, it goes to something like "accessing remote console", then it eventually halts saying "iDRAC6 Communication Failure" in yellow text on a blue background. I am having a weird problem with an R710 that I am upgrading.

You need to update the Server Firmware with the Dell Update Utility. Can anyone tell me what this means please?
Only thing now is right at the DELL opening screen where the bios is loading, up in the right corner there is a statement "System Services Update Required", which I don't recall seeing on any Dell server before.
The link that Josh provided about iDRAC communication failure issues was very helpful. So thanks to all that offered suggestions. Now on a cold boot the fans runs at high speed for maybe 15 seconds, then slow down to a whisper, and the whole boot up time is quite fast and it goes right to Windows without a hitch. I also pulled and re-seated the iDRAC6 express and enterprise cards, as well as the PERC6i module as suggested in Josh's link. Someone before me had toggled "128 bit Advanced EDD Mode" for the memory in setup, for some reason, and it was having trouble configuring the ram in slots A/B 2,5,3,6 where they were originally. I reset it to optimizer mode, then played with several configurations of the 8 x 4 GB PC3-8500R 2R x 4 DIMMs, finally settling on A/B 1,4,2,5 slots, and that seemed to settle things down.
